What will the permit cost?
Choose a city and the value of your project. The result uses that city's published fee table, shows which year the table is from, and tells you what it leaves out.

Work out a permit
Estimated permit, plan review and surcharge
$1,134.64
Wayzata, for a project valued at $60,000.
Schedule year
2026
| Line | Amount | Share |
|---|---|---|
| Building permit | $818.25 | 72% |
| Plan review (35% of permit) | $286.39 | 25% |
| State surcharge | $30.00 | 3% |
| Total | $1,134.64 | 100% |
For comparison, Minnesota's default fee table gives $1,430.27 at this value. Wayzata comes out $295.63 below that.
Show the arithmetic
- Permit fee: $738.25 + $8.00 x 10 (each $1,000 or fraction above $50,000) = $818.25
- Plan review 35% x $818.25 = $286.39
- State surcharge 0.0005 x $60,000.00 = $30.00
- Total $818.25 + $286.39 + $30.00 = $1,134.64
Source and schedule
2026 Building Permit Fee Schedule. Read on 2026-11-06.
The schedule lists plan review of a residential interior remodel at 35% of the permit fee (65% is its general rate).
City SAC, MCES SAC and WAC charges on the same sheet apply to connections, not to this remodel, and are left out.
Confirm with Wayzata before you rely on this. Fees change, the city sets the value it will use, and this tool leaves out separate plumbing, mechanical and electrical permits, utility connection charges and any fee that is not on the building permit table.
Before you use the number
Plymouth and Minnetonka are not available
We tried to read both cities' fee documents and their sites refused automated downloads. We did not try to get around that, and we found no other official copy, so we do not state their fees and this tool cannot work them out.
Wayzata is included, using its 2026 schedule. Anything you read for another city is a stand-in for how fees are built, not your fee. See the licenses and permits guide for what each of the three cities says about its process.
What the tool leaves out
- Separate plumbing, gas, mechanical and electrical permits. A kitchen that moves the sink or range usually needs some of them.
- Water and sewer access charges, which some cities charge when connections change.
- The value the city decides to use. Cities can adjust a valuation they think is too low.
- Convenience fees for paying by card, and any change to the schedule after the date it was read.
- Bloomington and Saint Paul print one row for a $60,000 project in the copy we read, so those two cities work only for values from $59,001 to $60,000.
Read the whole study, with a table for all 16 cities and the raw data to download, at the permit cost study. To see what Minneapolis kitchen permits declare as project value, and who is named on them, read what the permit record shows.

- Method
- Each city's printed fee bands were typed from its schedule into one data file. The calculator applies the same arithmetic as the published study (permit fee from the band, plan review as a share of the permit fee, and the state surcharge of 0.0005 times the value up to $1,000,000) in your browser. An automated test checks that the result at $60,000 equals every total published in the study, to the cent.
- What is still unknown
- Whether each city has replaced the schedule we read. The date read is shown with every result.
- How each city values your particular project, and which extra permits it will require.
- Plymouth and Minnetonka fees, which we could not read.
- A few printed schedules (Wayzata is one) do not join up exactly between bands, so a value right on a band edge can be off by a few dollars.
